President of the Republic of Ghana, His Excellency John Dramani Mahama, has commissioned one High Commissioner and four Ambassadors-designate to represent Ghana abroad, reinforcing the country’s commitment to a results-driven and development-oriented foreign policy.

The ceremony took place on Monday, 9th February 2026, at the Jubilee House, in accordance with Article 74 (1) of the 1992 Constitution. As part of established diplomatic practice, the Envoys took the Oaths of Allegiance, Office and Secrecy before assuming their duties.

Those commissioned include Alhaji Said Saleh Sinare as Ambassador-designate to the Kingdom of Saudi Arabia; Lt. Col. Al Hajj Umar Sanda Ahmed as Ambassador-designate to the Republic of Mali; Mr. Kofi Attor as Ambassador-designate to the Republic of Cuba; Mr. Emmanuel Opeku as Ambassador-in-situ; and Mrs. Regina Appiah-Sam as High Commissioner-designate to the Republic of Malta.
Addressing the Envoys, President Mahama highlighted the rapidly changing global landscape shaped by geopolitical tensions, economic realignments, technological disruptions and climate pressures. He urged the Envoys to remain firmly guided by Ghana’s national interest and to deploy diplomacy as a strategic tool for national growth.
The President underscored the use of Key Performance Indicators for Heads of Mission, tasking the Envoys to actively promote tourism, attract strategic investments, facilitate innovation, and strengthen accountability in their engagements. He stressed that Ghana’s diplomacy must deliver tangible outcomes, including job creation, trade expansion, investment inflows and sustainable international partnerships.

On behalf of the Envoys, the Ambassador-designate to Mali, Lt. Col. Al Hajj Umar Sanda Ahmed, expressed gratitude to the President for the confidence reposed in them and assured that they would serve with patriotism, diligence and commitment.
The ceremony was attended by the Vice President, Professor Jane Naana Opoku-Agyemang; the Chief of Staff, Hon. Julius Debrah; the Deputy Chief of Staff, Hon. Nana Oye Bampoe Addo; the Minister for Foreign Affairs, Hon. Samuel Okudzeto Ablakwa; the Deputy Minister for Foreign Affairs, Hon. James Gyakye Quayson, and other senior government officials.
