Government Deepens Engagement with Fish Farmers as Aquaculture Expansion Gains Momentum

In a clear demonstration of Government’s hands-on approach to aquaculture development, the Minister for Fisheries and Aquaculture, Emelia Arthur, has completed a two-day working tour of key aquaculture facilities across the Eastern, Volta and Greater Accra Regions.

The visit underscores Government’s resolve to work directly with producers along the aquaculture value chain to unlock growth, address operational bottlenecks and accelerate domestic fish production in line with the development vision of John Dramani Mahama.

Aquaculture has been identified as a strategic sector for reducing Ghana’s growing fish import bill, strengthening food security and creating decent jobs, particularly for youth and women. The Minister’s engagements focused on understanding real-time challenges faced by fish farmers while identifying opportunities for scaling up production through innovation, investment and policy support.

Direct Engagement with Producers

On the first day of the tour, Friday, January 30, 2026, Hon. Emelia Arthur visited four major aquaculture establishments in the Eastern Region—Mordecai Farms at Kokoomu near Mamfe, Maleka Farms in Akuse, S-Hoint Fish Farm in Senchi, and West African Fish Limited at Asikuma.

At each facility, the Minister interacted with farm owners, managers and technical teams, inspecting ponds, hatcheries and processing systems. Discussions centered on production efficiency, fish health management, access to quality feed, energy reliability and market expansion.

The engagements provided first-hand insight into how private sector operators are contributing to national fish supply while navigating cost pressures and infrastructural constraints.

Strengthening the Aquaculture Ecosystem

The tour continued on Saturday, January 31, 2026, with visits to aquaculture and aquaculture-related facilities in the Volta and Greater Accra Regions. Facilities inspected included Dongazi Fish Farm and Fish and Feeds at Dabala, Bluesea Island and Flossell Farms around Sogakope, as well as Raanan Fish Feeds in Prampram and Cycle Farms in the Tema Industrial Area.

These visits highlighted the interlinked nature of the aquaculture ecosystem—from feed production and hatchery operations to grow-out systems and processing infrastructure—demonstrating the critical role of private investment in sustaining sector growth.

Focus on Technology and Research

Addressing stakeholders during the tour, the Minister emphasized the need for technology adoption, stronger biosecurity systems and research-driven production models. Drawing lessons from global best practices in countries such as China and Israel, she noted that improved feed efficiency, fish health monitoring and data-driven farm management are essential for boosting productivity and competitiveness.

Government, she assured, will continue to promote partnerships that facilitate technology transfer, innovation and skills development within the sector.

Creating an Enabling Environment

Farm operators welcomed the Minister’s visit, describing it as a strong signal of Government’s commitment to the sector. They proposed targeted interventions to ease access to finance, stabilize feed costs and improve energy supply to support large-scale aquaculture operations.

In response, Hon. Emelia Arthur reiterated Government’s commitment to creating an enabling environment for private sector growth through policy reforms, public-private partnerships and strategic investments aligned with the President’s 24-Hour Economy agenda.

A Signal of Commitment

The nationwide working visit reflects a shift toward closer collaboration between Government and industry players as Ghana works to build a resilient, sustainable and competitive aquaculture sector—one capable of meeting national demand, generating employment and contributing meaningfully to economic transformation.
